The Single Payment Scheme (SPS) is the principal agricultural subsidy scheme in the European Union. SPS breaks the link between production and support. Instead, farmers are asked to demonstrate that they are keeping their land in good agricultural and environmental condition and complying with a number of specified legal requirements relating to the environment, public and plant health as well as animal health and welfare. Meeting these requirements is referred to as 'cross-compliance'.

The payment received by each farmer will depend on the number of 'entitlements' that they hold, based on 2005 land area figures. These entitlements need to be activated for as long as the scheme continues, to generate a support payment per hectare
